Of 7,453 open bids from cleared sources, 5,652 had at least one document we downloaded. That is 75.8%.
This measures our collection, not what a buyer offers. A bid with no downloaded document might have documents we could not reach or none at all, and the release does not separate the two. Read it as how often a bid we hold comes with at least one document we hold.
This covers cleared sources only. Across all state and local bids we hold, we held a document for 51% to 58% (October 29 to November 1, 2026), and for federal bids on SAM.gov 29% (October 29, 2026). Those were measured separately on a different cohort, so do not compare them with this figure. How we count.
Across the 17 states with at least 150 open bids, the share runs from 28.1% in Washington (505 open bids) to 95.1% in Hawaii (183 open bids).
By platform group, it runs from 10.7% on Official procurement notice pages (253 open bids) to 98.8% on Michigan SIGMA Vendor Self-Service (168 open bids).
