Public bid portal fragmentation

How many portals and platforms carry state and local bids, how much of the volume the largest ones hold, and how many a vendor has to watch in each state.

Nothing is left out. This counts every active source on the release date, cleared or not.
Type
Observed

Active sources whose platform is generic. This does not show the buyer owns the site.

Cohort: whole hub, not a trend.

The largest platform group is Buyer and agency websites (no tracked platform), with 25.0% of cleared bids from 1,205 sources. 21 platform groups carry at least 150 cleared bids each.

A vendor who wants every cleared bid in Florida has to watch 233 sources. They carry 20 platform labels, and the label for sources on no platform we track stands for many separate sites. In Vermont it is 14 sources under 4 platform labels.

In 10 of 32 states the label with the most cleared bids is the one for sources on no platform we track, so their bids sit across many separate sites and not on one platform. Among the bids on platforms we do track, the largest platform holds 92.7% of them in Arizona (OpenGov Procurement) and 30.9% in New York (CivicPlus bid pages).

These counts cover cleared sources only. Hosts we do not republish from are left out, so they describe the cleared set and not every portal in the country.

A platform group is our sorting of sources by the software that serves their bid pages. Buyer and agency websites (no tracked platform) means sources on none of the portal platforms we track. It does not show that the buyer owns the site. A group appears only when it has at least 150 cleared bids.

A state appears only when it has at least 150 cleared bids; 19 states with fewer are not published. A platform label here is the raw platform id recorded for a source, not a platform group, so one group in the table above can cover several labels. The label for sources on no platform we track counts once, though it stands for many separate sites. The number of sources is the better measure of how many places a vendor has to watch.

The last two columns leave out bids on no tracked platform. The share is taken among the bids that sit on a platform we track, and it is not published when a state has fewer than 150 of them. Unnamed platform is a platform the clearance rules do not allow us to name, or one that several unnamed platforms share.

The whole source base on November 1, 2026

The first three rows count every active source, cleared or not. The platform rows under them count part of that base, as the note below the table explains. It is a picture of one day, not a trend, because adding sources to the list would raise these counts without any change in the market.

The platform rows are not a breakdown of the totals above. They leave out 1,238 resellers and aggregators and 1,468 further sources that are not listed by platform (sources whose terms limit how we use their data, that we have not cleared for republication, or whose robots.txt disallows their listing page). They show only the 12 largest platforms, which leaves 585 sources on smaller platforms unshown. They do not sum to the total. The row for Buyer and agency websites (no tracked platform) is 12,296, not 12,373, because the 12,373 counts every active source in that group, and 77 of them are resellers or are not listed by platform.

How this is measured

  • A source is cleared only if no named exclusion applies and its listing host's robots.txt permits its listing URL. A row is cleared only if its source is cleared and its own posting URL is permitted. Unknown means excluded.
  • Only bids with a verified United States location are counted. 11,687 rows that passed every other test were left out because their country could not be verified.
  • Repeat captures of one posting are counted once.
The exact ruleAmong rows that pass every other test, the earliest first-seen row is kept for each normalized title, due timestamp and posting URL; later captures of the same posting are removed as repeat_capture; a tie on first-seen goes to the lower bid id. The title is compared in lower case with punctuation and spacing ignored.
  • Same title and due date, different address: Not merged. Generic titles recur across unrelated buyers, and a different posting URL is the only evidence that two rows are different solicitations. These rows stay in every figure. The sensitivity shows the window median if each such group were counted once.

You can copy a table, embed a chart or build on the files without asking and without linking back. Keep the date and sample size with the figure, because a number without them can be read the wrong way.
